People organize protest rally, demands free and fair investigation

ITANAGAR, Oct 06: More than 1000 people from different communities like Mishmi, Adi, Nepali, Bihari, Muslim, Bengali and others yesterday took part in a rally at Roing with candle light to protest last year’s police firing on students and for non-delivery of justice despite passing of one year after the incident.

The shooting incident took place during the Durga puja celebration last year on 5th October where seven students and one civilian were injured in the firing and lathi charge. Police resorted to indiscriminate firing after clashes broke out between students and police personnel, when police attempted to close down the stalls erected outside the puja premises.   The protest rally organized by All Idu Mishmi Students Union (AIMSU) has set October 10, 2012 as deadline for immediate transfer of Garima Gupta, Deputy Commissioner, Veenu Bansal, Superintendent of Police, Mirpi Tato, Extra Assistant Commissioner (EAC) and SK Lenka, Officer-in-Charge, Roing, holding them responsible for police action. The union has threatened indefinite bandh in Dibang Valley and Lower Dibang Valley districts if the demands for their transfer are not met till the deadline set, which was made in a joint petition with Idu Mishmi Cultural and Literary Society (IMCLS) submitted to Chief Minister Nabam Tuki on October 1. The community based organization has justified their demands on the fact that non transfer of these four officers from Roing has severely restricted delivery of free and fair investigation on the firing incident.

 It has claimed that FIRs lodged on October 6, 2011 against Tato and Lenka by the victims of the police firing holding them directly responsible for police firing has not been entertained, and no case registered against them.

The state government had constituted Special Investigation Team (SIT) in January this year to probe the firing incident. The SIT headed by Nupur Prasad, IPS, Police Headquarters (PHQ) was constituted as per the recommendations made by the two member inquiry committee headed by Home Commissioner T Taloh and the then DIG (East) Robin Hibu. The petition to Chief Minister claims that the present SIT investigation is flawed since instead of pursuing the police responsible for shooting, attempts are being made to selectively target the victim community.

 

 

Continuous rainfall causes extensive damages in East Siang

PASIGHAT, Oct 06: Continuous rainfall for the last few days caused extensive damages in East Siang district submerging paddy fields, soil erosion and landslides etc at various places.

An engineering team led by the Assistant Engineer (PWD) Er. T Pertin while visiting the badly affected Pasighat-Ledum road on Thursday said this situation arises every year during the rainy season but this time the erosion is more serious than that of previous years in the river banks. He informed that Poklek River locally known as Pagla Korong has turned turbulent, causing massive erosions. The devastating flood water brought in huge debris with boulders etc either sides of the Poklek bridge. Though it has been cleared hiring private JCV and road communication has been restored, the damaged approach road and reconstruction of the timber bridge over the river will take time and an estimated cost Rs. 40 lakhs will be required.

While talking about the another bailey bridge over the river Tolon at Yagrung, Pertin informed that due to scouring of bridge abutment vehicular traffic had temporarily been suspended and massive erosion has witnessed in the approach road to the bridge. Pertin told an estimated amount 80 lakhs will be required for re-erection and  maintenance etc. DIPRO

 

 

Folk dance festival rocks Bomdila

BOMDILA, Oct 06:  The National folk dance festival organized at Bomdila yesterday came as a welcome break in the otherwise sleepy hill area, especially during this time when winter has begun its onset. Having witnessed the colorful and power-packed folk dances of other states conducted to commemorate the Silver Jubilee celebrations of the Zonal Cultural Centers, the audience erupted in ecstasy and applause.

Normally, the fascination and craze is for the modern English dances and Bollywood numbers among the youths and the aged alike. But, the passion, flavor, execution and the awe inspiring performances and the new and varied dance concepts by the artists kept the audience spellbound and others euphoric.

In his brief speech, Deputy Commissioner Rinchin Tashi opined that the endeavor of the North East Zonal Cultural Centre (NEZCC), Dimapur and the Department of Arts & Culture, Govt. of Arunachal Pradesh; the concept of which, was initially initiated by the Ministry of Culture, Government of India, is to string the people of the country in the bond of cultural unity and affinity and to promote peace, understanding, tolerance and brotherhoodness besides strengthening the spirit of national integration.

The South Zonal Cultural Centre presented the Kawadi and the Kargam dance from Tamil Nadu. Likewise, the Eastern Zonal Cultural Centre and the North East Zonal Cultural Centre presented the Chadia and Sangka Vadan from Orissa and the Bordoshikla and Dahal Thungri from Assam respectively. Not to be left out and to acquaint the guest artists of the rich cultural heritage of the district, Meergo and Aji Lhamu, the famed and highly acclaimed dance forms of the Sherdukpen tribe of the district were showcased on the occasion. Earlier, the District Administration welcomed and honored the officials, the troupe leaders and all the artists with gifts and the traditional scarfs (Khadas).

Among others, Commanding Officer 8-JAKLi, Superintendent of Police, HODs, Assistant Director (Arts & Culture-Tawang), public and students in hundreds were seated in the hall of the Auditorium to enjoy the first ever National folk dance festival to be held in the district headquarters Bomdila. Take drastic action against habitual criminals: ACCI

ITANAGAR, Oct 06: Arunachal Chamber of Commerce and Industries (ACCI) has taken serious note of the fact that AK Singh, 35, resident of Koiwagaonwa of Bihar, presently living in E-sector, Naharlagun and arrested in October 3 in Rs 7 lakh heist case, is a history sheeter. He was arrested in a trader’s extortion case of Naharlagun PS (No 65/2004 u/s section 387/34 IPC).

“How has he been allowed to live in the state to commit crime again? Why he has not been externed out considering his criminal background”?  ACCI questioned. The ACCI drew the attention of the district administration, particularly the police, to take cognizance of any such cases and ensure that such habitual criminals are not allowed to work in the state in any capacity, as a first step to make the state crime-free.

It appreciated the Capital police, particularly SP Hibu Tamang and investigation officer SI M Geyi for prompt action in apprehending three of the five accused involved in the Rs 7 lakh dacoity committed inside the premises of a trader at Naharlagun on October 03 last.

 

 

After flood, PWD embarks on restoration work in LDV

ROING, Oct 06: The Public Works Department (PWD), Roing has constituted an emergency restoration team for rebuilding of flood-damaged public infrastructure in Lower Dibang Valley district as part of the response and recovery process.

Two weeks of heavy rain had caused extensive damage to bridges and roads in the district, disrupting surface communication.

 A department official said that steady progress is being made on the restoration work by the restoration team. To provide smooth traffic in Roing town, all damaged roads within the township is being repaired and potholes filled with gravels and sands, said the official.

The department restoration team has already restored road between Roing gate to Meka Tinali on October 03 last, the PWD official said.

Further, Pulu Nallah Bridge on Abali-Arango road, Getek bridge on Jia-Abali road and Kebali-Chidu road will be attended turn wise, he said.

 To assist the department in its effort, Lok Sabha MP (East) Ninong Ering allotted Rs 5 lakhs for POL and for procuring other necessary materials, a release from the department said. Another 5 lakhs rupees is allotted for construction of a bye-pass log bridge to enable immediate connectivity across Getek Bridge on Jia-Abali road.

For restoration work of Pulu Nallah Bridge on Abali-Arango road Rajya Sabha MP Mukut Mithi allotted Rs 5, added the release.  

 

 

Parliament sub-committee reviews progress of Hindi as official language

TAWANG, Oct 06: The first sub-committee for the committee of Parliament on Official Language, Govt of India arrived here today and reviewed the progress made in the use of Hindi for official purposes in  Central Govt offices, institutions and undertakings.

The meeting held in the conference hall of the deputy commissioner was attended by Tawang deputy commissioner Kemo Lollen, some Central Govt officers and undertakings located at Tawang like Jawahar Navodaya Vidyalaya, BRTF and Army.  

 Later, the public leaders of the district and the Transport Federation submitted a memorandum to the visiting MPs regarding the poor condition of the BCT (Balipara-Charduar-Tawang) road and also requested the delegates to take up the matter with the higher authorities to speed up the widening of BCT road at the earliest.

Earlier, the Deputy Commissioner along with officers of the 190 Mountain Brigade, BRTF and Navodaya Vidyalaya accorded a warm reception to the Sub-Committee  comprising Dr Nirmal Khatri, Rajendra Agarwal, Shivanand Tiwari, Pradeep Tamta, Dinesh Chandra Yadav, Ninong Ering, Ashok Argal and other officials at the Army helipad.   DIPRO

 

 

Meeting on Pasighat electricity problem held

ITANAGAR, Oct 06: To ease out the present power situation and for finding an alternative solution to this vexed issue, the Deputy Commissioner of East Siang District has convened a meeting of all the power stakeholders on October 3 last at DC's chamber. The SE Power Pasighat Division, EE (P) Aalo, EE (P) Pasighat, EE Hydropower both Civil and Electro-Mechanical, members of PPWC were present in the meeting.

 Addressing the participants, EE (P) Aalo division informed that the present power problem cropped up due to breakdown of Aalo Sub-Station Busbar 33KV side of 132/33 KV panel Board which was installed by Power Grid Corporation six years back. The panel Board developed technical snags since its inception. However, the same was managed somehow.

However, the problem was never reported to the authorities concerned earlier nor initiative was taken for renovation/replacement of the same. If timely initiation was taken then the present major problem could have been averted, PPWC said.

Now, the people of both East Siang and Upper Siang districts are completely reeling under darkness since September 19 till date. What is more surprising is that state Government, particularly  power department did not take any visible  and bold initiatives for renovation of the same which  evoked strong resentment not only in the PPWC but the whole populace of East Siang and Upper Siang districts, PPWC statement said.

The PPWC further appealed to the Secretary Power, Government of Arunachal Pradesh to take disciplinary action against EE (P) Aalo division for his alleged lackadaisical attitude which has resulted into a major problem. The EE (P) Aalo should be held responsible for the present day crises at East Siang and Upper Siang, it said.

PPWC further convened a General Meeting on October 8 at Solung Ground Pasighat in which the date of the already decided 72 hours in East Siang Bandh would be declared.

 

 

District Level Farmers Training at Higi Bagra

AALO, Oct 06:  A district level training for farmers on Cultivation Practices, Pest and Disease Management in Pineapple and Banana was organized by DAO cum Project Director ATMA, West Siang District at Higi-Bagra. Altogether 120 farmers from Bagra Circle attended the training.

Yaman Bagra, ZPM Pushi Bango advised the participating farmers to adopt scientific methods of cultivation for higher production. He asked them to practically adopt what they have learnt in training. She thanked the department for organizing such training, especially for the Pineapple and Banana growers of Bagra circle.  

 J. Jini, ADO cum Nodal Officer, ATMA gave a brief account on the activities undertaken by the department through ATMA in the district. He also highlighted the training conducted at Tirbin, Aalo and other places.

The resource persons from the research station of ICAR Basar, Dr. D. Ramajayam, Sr. Scientist (Horti.), Anup Chandra (Entomologist) and Raghuveer Singh, Scientist (Plant Pathology) gave power point presentation on the cultivation practices, pest and disease management in Pineapple and Banana.

N. Loya, ADO (APMC) dwelt in length on importance prospective of Mushroom cultivation.

BCIF threatens to go with stir, says bandh successful

ITANAGAR, Oct 06: Banderdewa Circle Intellectual Forum (BCIF) has threatened to launch its third phase 72-hr bandh call as part of its on-going democratic movement against the shifting of the proposed Greenfield airport from Karsingsa to Hollongi shortly, if its demands were not met.

Claiming that the 48-hr bandh call which ended today morning was a successful one, BCIF alleged that police assaulted some women and child protestors in presence of the DC and SP of Capital Complex during the bandh. Describing the act as barbaric and unlawful, BCIF demanded the state government to immediately release those arrested persons who are under the custody of the magistrate.

“The Forum is not against any kind of developmental activities at Hollongi site. But we strongly oppose the shifting of the airport since all formalities regarding construction of the airport at Karsingsa were already completed. The Forum questioned the Airport Authority of India and State Government that on what circumstance the Technical Team of AAI made a U-turn and on what ground the Govt of Arunachal Pradesh has accepted Hollongi as new site?

The Forum also alleged involvement of some people with vested interests in shifting of the proposed airfield for personal benefits.

 

 

Lower Subansiri football team returns home to a warm welcome

ZIRO, Oct 06: Lower Subansiri Football team, the champion of  the 11th Tadar Tang memorial football tournament returned home to a warm welcome by the District Administration and sports lovers today.

The five times champions took a victory march around the Ziro-Hapoli township cheered by the public and were then extended a warm reception at the circuit house by Deputy commissioner Lower Subansiri Dist Taru Talo, Zilla Chairperson Likha Tongum , Superintendent of Police R.K. Khirmey, HoDs, representatives from Jindal Power, sports lovers and media persons.  The DC congratulated the team for bringing laurel to the district by winning the coveted title for the fifth time.

The Zilla Chairperson, lauded the efforts of the District Olympic Association in channelizing the energy and the zeal of the youngsters.

The District Olympic Association General Secretary Kalung Tani requested the District administration to effectively implement the sports quota in recruitment as announced by the govt. LPG price hiked by Rs 11.42; petrol, diesel rates may go up

New Delhi, Oct 06: Cooking gas (LPG) price was on Saturday hiked by Rs 11.42 per cylinder following government decision to raise commission paid to the dealers.

Petrol and diesel prices too may go up marginally as the Oil Ministry considers raising dealers commission by at least 23 paisa and 10 paisa a litre respectively.

The Ministry yesterday issued orders raising commission paid to LPG dealers from Rs 25.83 per 14.2-kg cylinder to Rs 37.25, government officials said.

The 44 per cent or Rs 11.42 per cylinder increase in the commission on the subsidised cooking fuel is being passed on to consumers, they said.

For the consumer, subsidised LPG in Delhi will now cost Rs 410.42 per cylinder, up from Rs 399.

The hike comes within weeks of the government deciding to restrict supply of subsidised cooking gas to 6 cylinders of 14.2-kg size per household in a year. The remaining supplies would have to be sourced at market rates.

Officials said the commission paid on market price or non-subsidised LPG too has been raised by Rs 12.17 to Rs 38 per cylinder. Accordingly, a non-subsidised LPG cylinder price will go up from Rs 883.5 to Rs 921.5.

A similar exercise is on to raise commission paid to petrol pump dealers on sale of petrol and diesel. The Ministry is proposing to raise commission paid on petrol by 23 paisa to 1.72 and that on diesel by 10 paisa to Rs 1.01 a litre.

The hike being considered for petrol and diesel is less than 67 paisa and 42 paisa respectively being demanded by petrol pump dealers in view of their working capital cost going up substantially due to frequent price changes and sharp rise in overheads like electricity charges. PTI

Awareness campaign on prevention of Malaria

ITANAGAR, Oct 06: All Sagalee Employees Forum (ASEF) in collaboration with Arunachal Pradesh State Vector Borne Disease Control Programme (NVBDCP) conducted social service cum awareness campaign on prevention and control of Malaria and Dengue outbreak at Leporiang on October 2 last.

ZPM Tana Tagum and ASM Chairperson Nabam Kakam appreciated the organizers for donating community toilet and mosquito nets to school children, public and PRI leaders of Leporiang circle. ASEF President highlighted on the activities of the Forum and its objectives. He further highlighted on prevention and control of vector borne disease through power point presentation.

KVK training on pest management

ITANAGAR, Oct 06: A day-long training on non-chemical methods of insect pest management in vegetable crops was conducted by KVK, Lower Subansiri at village Mudang Tage yesterday.

Course coordinator Mudang Tana, SMS (Plant Protection) educated the farmers about various insect pests of vegetables and their management strategies through ecological manipulation. He highlighted the adverse affect of chemical inputs on ecosystem and stressed on cultural and mechanical management of insect pests, through regular monitoring of pest population, for healthy crop and better environment. Altogether 22 farmers attended the training.

 

Experts chant success mantra for civil service aspirants

ITANAGAR, Oct 06: The mind-storming 20 days long UGC sponsored Coaching for Entry into civil/provincial services at J.N. College, Pasighat came to an end with the valedictory session taking place on October 4.

Speaking to the packed coaching centre, East Siang ADC Nidhi Srivastava said, “The key to success in civil or provincial services is confidence coupled with proper time management and sincere efforts”. Association lodges complaint against illegal dumping of garbage

ITANAGAR, Oct 06:  Claiming that the HCC and SRK Construction Company are illegally dumping waste materials into Pare River and nearby streams, Youth Association of Ross Panchayat (YARP) today registered complaint against the companies at district administration. It said that the dumping wastes contained toxic which contaminated the river water and also affected aquatic lives. The association further lamented that despite their repeated pleas the companies are not paying heed to them.

‘Control rat menace’

ITANAGAR, Oct 06: All India Rajiv Gandhi Vichar Manch International in a representation to Director of Agriculture, Government of Arunachal Pradesh urged him to find out mechanism to control the Rats menace in Sibe and Gensi circles. Rat poses a major challenge for the farmers and  growing number of rat has already destroyed standing crops in these two circles. Apart from this, landslide caused major damages to agri field, it said.

 

St. Claret celebrates College Week

Ziro, Oct 06: Saint Claret College, Ziro conducted the College Week (Resonance) involving its students to discover their artistic, literary, cultural and athletic talents.

It was a time for the students to keep themselves away from the academics and engage in co-curricular activities.

Claretines were divided into four groups namely Super Kings, Dare Devils, Knight Riders and Royal Challengers. It was a true platform for the students to prove their inherent talents and develop their leadership and communication skills.  

Knight Riders emerged as the Champions of the College Week.

 

Upper Siang bandh on Oct 8

ITANAGAR, Oct 06: All Upper Siang District Students’ Union has called 12 hours bandh call in Upper Siang district on October 8 due to non-fulfillment of their demands for immediate posting of senior teachers at government higher secondary schools Yingkiong and Jengging.

Earlier, the union had submitted various representations to concerned authority for redressal of their grievances including posting of senior and subject teachers in various subjects like PCM, English, music and  laboratory assistant etc.

They also demanded immediate cancellation of SSA teachers appointed in Upper Siang District allegedly without interview.

 

‘Provide relief assistance’

ITANAGAR, Oct 5: The recent heavy rain has caused massive damage across the state. The road communication especially highway has been badly affected due to landslide and erosion caused by rain water and citizen having property along highway is bearing brunt of destruction.

Techi Loma, a resident of model village, is one such victim of recent incessant rain. His property located along NH 52(A) near Industry area Naharlgun, was badly damaged during recent heavy downpour.

He asked the highway department to keep in mind the interest of property owner while dealing with such cases.

“Besides damaging highway it caused damaged to my property and also put us at risk. The state government should not only concentrate on highway development and  but also properly compensate the land owner like us,” said Loma.    

 

BCIF tenders apology to media fraternity

ITANAGAR, Oct 06: The Banderdwa Circle Intellectual Forum (BCIF) has tendered unconditional apology for the attack on media vehicle by their activists, Thursday, near Hotel Todo here.

While submitting the written apology to the Arunachal Pradesh Union of Working Journalist and Arunachal Press Club executives, the BCIF said: “With utmost sincerity we seek unconditional apology for the unintentional mistake. We know the importance of media and acknowledge its immense contribution in voicing our grievances time and again.”

The BCIF assured ‘utmost cooperation’ and non-repetition of such mistakes in future while also throwing the ball at APUWJ and APC’s court for necessary action if they failed to abide by their assurance made today.   

Meanwhile, APUWJ and APC have accepted their apology while cautioning them of boycott if the agreement is breached.
